Toast the dried guajillo, ancho, and cascabel peppers in a dry skillet for 2-3 minutes until fragrant. Soak them in hot water for 20 minutes to soften.
Season the beef chuck roast with salt and black pepper. Sear the beef in a Dutch oven until browned on all sides, approximately 8-10 minutes.
Blend the soaked peppers, onion, garlic, spices, vinegar, and beef broth until smooth and silky.
Pour the blended sauce over the seared beef and add any remaining broth. Cover and simmer on low heat for 3-4 hours, until the beef is fork-tender.
Once tender, remove the beef from the pot and shred it into bite-sized pieces. Strain the braising liquid, then return the shredded beef to it.
