Cut beef into 1-inch cubes, trimming excess fat. Season with pepper, garlic salt, and celery salt. Toss with flour to coat.
In a skillet, heat 3 tablespoons olive oil over medium-high. Brown beef in batches, about 45 seconds per side. Add more oil as needed. Transfer browned beef to slow cooker.
Reduce heat to medium. Melt 1 tablespoon butter. Sauté onions for 5 minutes. Add garlic and cook 1 minute more. Deglaze with a splash of wine, scraping browned bits. Add mixture to slow cooker.
Add remaining wine (if using), beef broth, bouillon cubes, Worcestershire, tomato paste, carrots, potatoes, bay leaves, and rosemary. Stir gently. Cover and cook on LOW for 7½–8 hours or HIGH for 3½–4 hours.
Add frozen peas during last 15 minutes. Remove bay leaves and rosemary. If thickening, stir in water-cornstarch mixture and cook another 10–15 minutes.
Turn off heat and stir in remaining 2 tablespoons of cold butter. Add a few drops of Gravy Master if desired. Serve hot.
