Marinate the meat with yogurt, spices, half of the fried onions, and fresh herbs. Let sit for 2–3 hours (overnight is better).
Partially cook rice in salted water with whole spices. Drain.
In a heavy-bottom pot, layer marinated meat, rice, saffron milk, and remaining fried onions.
Seal the pot with dough and cook on low heat (dum) for 45 minutes.
Rest, fluff, and serve with raita or salan.
