Slow-Cooker Turkey Chili

In a large skillet over medium-high heat, heat oil. Add onion and pepper and cook, stirring occasionally, until just beginning to soften, 4 to 5 minutes. Add turkey and cook, stirring occasionally, until turkey is mostly browned (it doesn't have to be completely cooked through at this point); season with salt and pepper. Stir in garlic and tomato paste and cook, stirring, until fragrant, about 2 minutes. Transfer turkey mixture to a large slow cooker.
To slow cooker, add tomatoes, black beans, kidney beans, broth, chili powder, oregano, and cumin. Cook on High for 4 hours, until chili has thickened; season with salt and pepper, if needed.
Top with scallions and cheese.
