In a small dry skillet over medium heat, toast black mustard seeds and cumin seeds until mustard seeds begin to pop and are aromatic, about 3 to 5 minutes. Cool and grind seeds using a spice grinder or by hand using a mortar and pestle.
In a medium bowl, whisk together yogurt, cucumber, ground seed mixture, and 1/2 teaspoon salt. Cover and allow to sit in the refrigerator for flavors to meld, at least 30 minutes. Season to taste with salt and garnish with more red chili powder and mint.
