In a bowl, mix the chicken cubes with soy sauce, Shaoxing wine, and white pepper. Allow to marinate for at least 20 minutes.
Coat the marinated chicken in cornstarch, ensuring that each piece is well-covered.
Heat vegetable oil in a large pan or wok over medium-high heat. Add the chicken pieces in batches, frying until golden and crispy. Remove and set aside on a paper towel-lined plate.
In the same pan, leave around 1 tablespoon of oil. Add dried chilies, garlic, and ginger, stirring quickly for about 30 seconds until aromatic.
Add rice vinegar, hoisin sauce, sugar, and chicken broth to the pan. Stir the mixture until the sugar dissolves, and let it simmer for 2 minutes to thicken.
Return the fried chicken to the pan and toss to coat evenly in the sauce. Drizzle with sesame oil and sprinkle chopped green onions on top.
Remove from heat and serve immediately with steamed rice.
