Prepare the Vegetables
Finely chop the onion and seed and dice the green bell pepper.
Make the Sauce
In a small bowl, combine the Worcestershire sauce, mustard, brown sugar, and tomato sauce. Set aside.
Cook the Beef
Heat a large skillet or Dutch oven over medium-high heat and add the olive oil. Add the ground beef to the pan and cook for about 5 minutes, breaking it up with a spatula, until it is browned and no longer pink. Season with salt and pepper.
Sauté the Veggies
Add the diced onion and bell pepper to the skillet with the beef. Cook for about 5 minutes, stirring occasionally, until the vegetables are tender.
Add Garlic and Simmer
Add the minced garlic to the pan and sauté for another 30 seconds until fragrant. Pour in the prepared sauce mixture and bring to a light boil. Reduce the heat to low and let it simmer uncovered for 10-15 minutes, stirring occasionally, until the sauce has thickened to your liking. Add water if you prefer a looser consistency.
