Preheat the oven to 350°F. Line a 13x9-inch baking pan with parchment, grease it and set it aside. In a large bowl, whisk together the flour, sugar, cocoa powder, ground flaxseed, baking soda, salt, espresso powder and xanthan gum. In another bowl, combine the water, almond milk, oil and vanilla until well blended. Gradually beat the flour mixture into the milk mixture. Fold in the chocolate chips. Transfer to the prepared pan.
Bake until a toothpick inserted in the center comes out clean, 50 to 55 minutes. Cool in the pan 15 minutes before removing to a wire rack to cool completely. Dust with confectioners' sugar before serving.
