Add semisweet chocolate chips, butter and cream into a microwave-safe bowl. Microwave the ingredients in 30-second intervals, stirring after each interval, until the chocolate is melted and the mixture is smooth. This should only take up to two minutes. Stir in the vanilla extract, and let the mixture cool. Refrigerate until the mixture is almost solid, but still workable, about one hour.
Using a spoon or cookie scoop, shape each 1/2-inch scoop of chocolate into a ball. Roll the ball between your palms until smooth.
In a microwave, melt white chocolate baking chips and 1 tablespoon of shortening. Stir until smooth. Dip half of the balls in the white chocolate mixture, allowing the excess to drip off. Place the truffles on waxed paper and let stand until set.
Microwave milk chocolate chips with the remaining tablespoon of shortening; stir until smooth. Dip the remaining balls in the milk chocolate mixture, and allow the excess to drip off. Place the truffles on waxed paper and let stand until set.
If desired, drizzle the truffles with melted chocolate of the opposite color or roll in any toppings you prefer.
