Melt butter in a large skillet over medium heat. Add rice, celery and onion and cook until vegetables are soft and rice starts to turn golden.
Add the remaining ingredients except the parsley and pimiento to the skillet, then bring it to a boil. Reduce to a low simmer, cover and cook for 15 minutes until rice is tender. Stir in the parsley and pimientos (if you like).
Remove the skillet from the heat, cover and let it stand for 10 minutes. Remove the lid and fluff the rice with a fork.
