Add chopped beef to a heavy-bottomed soup pot and cook until brown and crispy, about 8 minutes. Set aside.
In the same pot, add butter, onions, celery, and thyme. Cook until onions are translucent, about 6-8 minutes.
Turn off heat, add flour, and mix well. Slowly add seafood broth while whisking to remove lumps. Add clam juice and simmer covered for 10 minutes.
Add potatoes, fish, and salt. Simmer for 10 minutes until potatoes are tender.
Add shrimp, milk, and cream. Heat through. Season with salt and pepper. Serve in bowls with crumbled beef on top.
