Step-by-Step Instructions
In a large skillet, heat 2 tablespoons of vegetable oil over medium heat. Add chopped green bell pepper and onions, sautéing until they are tender and translucent, about 8 to 10 minutes.
Stir in 2 tablespoons of chili powder, 2 tablespoons of tomato paste, 1 tablespoon of chicken bouillon paste, 1 teaspoon of garlic powder, 1 teaspoon of salt, 1 teaspoon of dried oregano, and 1 teaspoon of ground cumin. Mix well, then gradually add 1 cup of water.
Add 1 pound of ground beef to the skillet, breaking it up as it cooks. Stir until the meat is mostly gray, about 5 minutes. Next, incorporate 1 can of rinsed pinto beans and let the mixture simmer for another 8 to 10 minutes.
Preheat your oven to 375°F (190°C). In a separate bowl, whisk together 1 cup of all-purpose flour, 1 cup of cornmeal, 1 tablespoon of sugar, and 1 tablespoon of baking powder.
In another bowl, mix 1 egg, 1 cup of sour cream, and 1/4 cup of melted unsalted butter. Combine the dry and wet ingredients, then fold in 1 cup of shredded extra-sharp cheddar cheese until just blended.
Spoon the cornbread batter evenly over the chili base in the skillet. Spread it out gently to cover the chili completely. Bake in the preheated oven for 25 to 30 minutes.
Remove the tamale pie from the oven and allow it to cool for 5 to 10 minutes. Slice into portions and serve warm.
