Melt 2 tbsp unsalted butter in a saucepan over medium heat. Whisk in 2 tbsp all-purpose flour to form a roux and cook for 1 minute.
Gradually add 1 cup warm whole milk, whisking constantly until the sauce thickens. Stir in ¼ tsp freshly grated nutmeg, ½ tsp sea salt, and ¼ tsp white pepper.
Lightly toast the 8 slices sourdough or pain de mie. Spread 1 tbsp Dijon mustard on 4 slices, then layer with 8 oz baked ham and ¾ cup Gruyère. Top with remaining bread and butter the outsides with 3 tbsp unsalted butter (divided).
Grill sandwiches in a skillet over medium-low heat for 3–4 minutes per side until golden.
Transfer to a baking sheet, spread with béchamel, and sprinkle with remaining ¾ cup Gruyère. Broil for 2–3 minutes until bubbly and browned.
