Heat olive oil in a Dutch oven over medium-high heat. Add ground beef and cook until deeply browned, about 5–6 minutes. Transfer beef to a plate.
In the same pot, add onion, garlic, and bell pepper. Cook until onions are translucent, about 4–5 minutes. Stir in paprika and caraway seeds, toasting for 30 seconds.
Add tomato paste, diced tomatoes, beef broth, and grated apple. Return beef to the pot, add bay leaf, and simmer uncovered for 30–35 minutes.
Discard bay leaf. Season with salt and pepper. Let rest for 10 minutes before serving.
