Pat beef cubes dry and season with 1/2 teaspoon salt and 1/4 teaspoon black pepper. Process onions, garlic, and ginger into a paste in a food processor.
Heat 2 tablespoons oil in a Dutch oven over medium-high heat. Sear beef in batches for 3-5 minutes per side until deeply browned. Remove and set aside.
Reduce heat to medium. Add onion-ginger-garlic paste to the pot. Cook, stirring, for 8-10 minutes until golden. Add ground coriander, cumin, turmeric, cayenne, and remaining black pepper. Stir for 30 seconds to 1 minute until fragrant.
Pour in diced tomatoes and beef broth. Scrape up browned bits. Return seared beef to the pot with green chilies and bay leaves. Bring to a gentle simmer. Reduce heat to low, cover, and cook for 2 hours 30 minutes to 3 hours until beef is very tender.
Stir in coconut milk and garam masala. Simmer uncovered for 10-15 minutes to thicken. Remove bay leaves and chilies. Taste and adjust seasoning with salt, pepper, or cayenne. Finish with fresh lemon/lime juice and chopped cilantro. Serve hot.
