Rinse the rice under cold water until the water runs clear. This removes excess starch and helps prevent the rice from becoming sticky.
Heat the olive oil in a medium saucepan over medium heat. Add the chopped red onion (if using) and jalapeño (if using) and sauté for 2-3 minutes, until softened.
Add the rinsed rice to the saucepan and toast for 1-2 minutes, stirring constantly, until lightly golden. This step enhances the flavor of the rice.
Pour in the water (or chicken broth) and bring to a boil. Stir in the salt, pepper, garlic powder, onion powder, and cumin.
Reduce heat to low, cover the saucepan with a tight-fitting lid, and simmer for 15 minutes, or until all the liquid is absorbed.
Remove the saucepan from the heat and let it stand, covered, for 5 minutes. This allows the rice to steam and finish cooking.
Fluff the rice with a fork. Stir in the chopped cilantro, lime juice, and tomatoes (if using).
