In a jar, combine olive oil, red wine vinegar, Parmesan, lemon juice, garlic, oregano, basil, salt, and pepper. Shake well and let sit for 10 minutes to allow flavors to blend.
Chop the romaine lettuce, cut tomatoes into wedges, slice cucumber into matchsticks, and thinly slice the red onion and optional bell pepper.
