In a medium pot, combine chicken bone broth, sliced ginger, minced garlic, and soy sauce. Simmer this delicious mixture for 10-15 minutes, then whisk in gelatin until fully dissolved. Refrigerate until firm.
In a mixing bowl, combine all-purpose flour with hot water, stirring until a rough dough forms. Knead for 8-10 minutes until the dough is smooth and elastic. Let it rest for 30-60 minutes.
In another bowl, mix ground pork, finely chopped scallions, soy sauce, Shaoxing rice wine, minced garlic and ginger. Fold in cubes of the chilled broth to create a juicy filling.
Divide the rested dough into small pieces. Roll each piece into a circle, add a spoonful of filling, and pleat to seal tightly to create dumplings.
Line a bamboo steamer with napa cabbage leaves and place dumplings inside. Steam over boiling water for 10-13 minutes until translucent and plump.
Carefully remove the dumplings from the steamer and let them cool for a minute. Serve with black vinegar and chili oil for dipping.
