Add the soaked rice and stir occasionally while simmering uncovered.
Cook for 35–40 minutes, stirring often, until rice softens and milk thickens to a creamy consistency.
Stir in sugar and crushed cardamom pods. Simmer for 5 minutes until sugar dissolves.
In a separate pan, heat ghee and roast almonds, cashews, and raisins until golden. Add to the kheer with saffron if using.
Cook 2 minutes more, then turn off the heat and stir in rose water if desired.
Serve warm for comfort or chilled for a refreshing treat.
