Heat olive oil in a large Dutch oven or heavy-bottomed pot over medium heat. Add diced onions and bell pepper, cooking for 5-7 minutes until softened.
Add ground beef to the pot, breaking it up with a wooden spoon. Brown thoroughly for 8-10 minutes, stirring occasionally.
Add chili powder, cumin, oregano, smoked paprika, cayenne, brown sugar, salt, and pepper to the meat mixture. Stir continuously for 2 minutes to toast the spices.
Stir in tomato paste first, cooking for 1-2 minutes until it darkens slightly. Add diced tomatoes with their juice, tomato sauce, beef broth, Worcestershire sauce, and apple cider vinegar.
Bring the mixture to a boil, then reduce heat to maintain a gentle simmer. Cover partially and cook for 45 minutes, stirring occasionally.
Add all three types of beans, stir gently to combine, and continue simmering uncovered for 15-20 minutes.
