In a saucepan, melt the butter over medium heat. Add the flour and whisk constantly for about 1 minute until smooth. Slowly pour in the milk, whisking until thickened. Season with salt and nutmeg. Remove from heat and let cool.
Place 2 slices of bread on a cutting board. Spread a spoonful of béchamel sauce on each slice. Add shredded cheese and a slice of ham, then top with another slice of bread.
Preheat the oven to 375°F (190°C). Place sandwiches on a baking sheet lined with parchment paper. Spread another spoonful of béchamel sauce on top and sprinkle more cheese.
Bake for 5 minutes, then broil for 1-2 minutes until the cheese is bubbly and golden brown.
