In a mixing bowl, combine the olive oil, soy sauce, lemon juice, garlic, cumin, paprika, black pepper, and salt. Whisk until well blended.
Add the cubed beef sirloin to the marinade and stir to coat evenly. Allow the beef to marinate for at least 15 minutes (or up to 2 hours in the refrigerator for more flavor).
While the beef is marinating, soak wooden skewers in water for about 15 minutes to prevent them from burning on the grill. If using metal skewers, skip this step.
Preheat the grill or grill pan over medium-high heat.
Assemble the kebabs by alternating pieces of marinated beef, bell pepper, and onion on each skewer.
Once the grill is hot, place the skewers on it. Grill for about 4-5 minutes per side, turning occasionally until the beef is cooked to your desired level (medium-rare is about 145°F or 63°C).
Remove the kebabs from the grill and let them rest for a few minutes. Garnish with fresh parsley if desired.
