Heat large skillet over medium-high heat. Add ground beef and cook 6-7 minutes, breaking up with spoon until browned. Drain excess grease, leaving 1 tablespoon.
Add diced onion and bell pepper to beef. Cook 3-4 minutes until softened. Add garlic and cook 30 seconds until fragrant.
Transfer beef and vegetable mixture to slow cooker, scraping up any brown bits from pan.
Add both types of beans (drained and rinsed), crushed tomatoes, diced tomatoes with juices, tomato paste, and beef broth. Stir together.
Add all seasonings: chili powder, cumin, oregano, smoked paprika, garlic powder, onion powder, salt, pepper, and brown sugar. Stir well to distribute evenly. Add cayenne if using.
Cover and cook on LOW for 6-8 hours or HIGH for 3-4 hours. Low and slow develops the best flavor.
About 30 minutes before serving, stir and taste. Adjust seasonings as needed.
Ladle into bowls and serve with favorite toppings like shredded cheese, sour cream, green onions, and corn chips.
