In shallow dish, place flour. Rub salt and pepper into chicken breasts. Dredge chicken breasts in flour, shaking off excess.
In 12-inch skillet, melt butter over medium-high heat. Cook chicken in butter 4 to 5 minutes or until browned on first side. Turn chicken; reduce heat to medium, and cook 4 to 5 minutes longer, until browned on second side. Transfer to plate; cover to keep warm.
Add garlic to drippings in skillet; cook 30 seconds, then stir in broth, whipping cream, tomatoes, and pepper flakes. Heat to boiling over high heat.
Return chicken to skillet; reduce to simmering, and cook 10 to 14 minutes longer, until sauce is thickened and juice of chicken is clear when center of thickest part is cut (at least 165°F).
Spoon some of the sauce over the chicken; sprinkle with cheese, and top with basil.
