Velvet the Beef: Place the thinly sliced beef in a large zip-top bag with ⅓ cup cornstarch. Seal and shake to coat evenly. Let it rest for about 15 minutes.
Prepare the Sauce: In a bowl, whisk together soy sauce, brown sugar, water, rice vinegar, 1 tablespoon cornstarch, sesame oil, minced garlic, and minced ginger until smooth.
Cook the Beef: Heat 1 tablespoon vegetable oil in a large skillet over medium-high heat. Add half of the beef in a single layer, cooking undisturbed for 3–4 minutes until browned. Flip and cook for an additional 2–3 minutes. Remove the beef and set aside. Repeat with the remaining beef.
Cook the Sauce: In the same skillet, add the sauce mixture and bring to a simmer. Cook for 2–3 minutes until the sauce thickens.
Combine Beef and Sauce: Return the cooked beef to the skillet, stirring to coat with the sauce. Cook for an additional 1–2 minutes until heated through.
Serve: Serve the beef over steamed white rice. Garnish with sliced green onions and sesame seeds.
