Whisk together soy sauce, hoisin sauce, sesame oil, rice vinegar, peanut butter, honey, sweet chili sauce, garlic powder, and powdered ginger to make the sauce. Warm the mixture slightly if the peanut butter is thick.
Heat peanut oil in a large skillet or wok over medium heat.
Add diced onion and minced garlic. Cook until softened and fragrant.
Add ground chicken and cook until browned, breaking up the meat as it cooks (about 5–7 minutes).
Add diced peppers and water chestnuts. Cook for 3–4 minutes until vegetables are slightly softened.
Pour in the prepared sauce and simmer on low heat until thickened and everything is well coated.
Remove from heat and spoon mixture into clean, dry lettuce leaves.
Top with crushed peanuts and sliced green onions if desired. Serve immediately.
