Toast the rice. Heat a large skillet over medium heat. Add oil, then add the rice. Stir frequently for 4 to 6 minutes, until the rice turns lightly golden and smells nutty. This step is the fluff insurance policy.
Build the flavor base. Add onion and bell pepper. Cook 3 to 4 minutes, stirring, until softened. Add garlic and cook 30 seconds more.
Toast the tomato and spices. Stir in tomato paste, cumin, chili powder, and salt. Cook 1 minute, stirring, until the paste darkens slightly and coats the rice.
Add liquids and simmer. Pour in broth and tomato sauce. Add bay leaf if using. Stir once to combine, then do not stir again. Bring to a gentle simmer, about 2 to 3 minutes.
Cover and cook. Reduce heat to low (use the lowest heat that still keeps a gentle simmer), cover tightly, and cook for 18 minutes. No peeking.
Rest, then fluff. Turn off the heat and let the rice sit covered for 10 minutes. Remove the bay leaf. Fluff with a fork and taste for salt. Stir in cilantro if you like.
Serve. Serve hot with lime wedges and whatever you are building dinner around.
