Heat a small amount of oil in a large skillet over medium heat. Add minced garlic and sauté until fragrant. Add ground beef (or your chosen protein) and cook, breaking into small pieces, until no longer pink and fully cooked. Drain excess fat.
Stir in the cabbage, carrots, and green onions. Cook for 2 to 3 minutes until vegetables are slightly softened but still crisp. Season with soy sauce, oyster sauce, sesame oil, ground ginger, salt, and pepper. Mix thoroughly and let cool to room temperature.
Place an egg roll wrapper on a flat work surface with one corner pointing toward you. Place 2 to 3 tablespoons of cooled filling in the center. Fold the bottom corner over the filling, then fold in the side corners. Roll up tightly, sealing the final corner with water. Repeat with remaining wrappers and filling.
Heat 5 centimeters (about 2 inches) of vegetable or canola oil in a large pot or deep skillet over medium-high heat. Test the oil by dropping in a small piece of wrapper; it should sizzle immediately. Gently lower rolls into the hot oil in batches, avoiding overcrowding. Fry for 3 to 4 minutes, turning occasionally, until golden and crisp. Remove with a slotted spoon and drain on paper towel-lined plate.
Serve immediately while hot and crispy. Accompany with sweet and sour sauce, soy sauce, or chili dipping sauce as desired.
