1 1/2 teaspoons baking soda
1 1/2 teaspoons kosher salt
2 tablespoons granulated sugar

1 3/4 cups buttermilk, cold
1 large egg
1 cup golden raisins (or currants)
1 tablespoon orange zest (from about 1 large orange)
1 teaspoon caraway seeds
1 tablespoon rolled oats (for topping)
1 tablespoon heavy cream (for brushing)
