Place cardamom pods, cinnamon stick, cloves, peppercorns, and ginger in a saucepan over medium heat and toast for 1 minute until fragrant.
Add 1 1/2 cups water, bring to a boil, then simmer for 5-7 minutes to extract spice flavor.
Turn off heat, add loose leaf tea or tea bags, and steep for 4-5 minutes.
Remove tea leaves and whole spices using a fine strainer.
Return the spiced tea to the saucepan and add milk. Heat gently until steaming but do not boil.
Stir in sugar, honey, or maple syrup to taste. Pour into mugs and serve warm.
