Step 1: Cook the Pasta
Bring a large pot of salted water to a boil. Cook the penne pasta 3 minutes less than the packet instructions (it will finish cooking in the oven). Drain and set aside.
Step 2: Prepare the Meat Sauce
Heat a drizzle of olive oil in a large pan over medium heat.
Add the diced onion and cook until softened. Add the garlic and cook for another minute.
Add the beef mince and cook until browned, breaking it up as it cooks.
Stir through the tomato paste, then add the crushed tomatoes, water, oregano and salt. Simmer for 10–15 minutes until slightly thickened. Remove from heat.
Step 3: Combine Pasta and Meat
Add the cooked pasta to the meat mixture and mix until well combined.
Transfer the mixture into a greased baking dish and spread evenly.
Step 4: Make the Béchamel
In a saucepan, melt the butter over medium heat.
Add the flour and stir continuously to form a roux. Cook for 1–2 minutes.
Gradually add the milk, a little at a time, whisking constantly to avoid lumps.
Continue stirring until the sauce thickens to a thick, spreadable consistency.
