Gather ingredients. Preheat the oven to 350 degrees F (175 degrees C). Grease a 3-quart baking dish.
Place broccoli and 2 tablespoons water in a large microwave-safe bowl; cover with plastic wrap and microwave on high for 5 minutes, stirring once. Drain; transfer to a bowl.
Meanwhile, melt 1 tablespoon butter in a large skillet over medium heat. Add celery, onion, and garlic; cook and stir until tender, 3 to 5 minutes.
Stir in condensed soups and milk; heat through.
Stir cooked vegetable-soup mixture into broccoli.
Stir in shredded cheese, mustard, paprika, and black pepper.
Stir in rice until combined. Transfer to the prepared baking dish.
Combine panko with remaining 1 tablespoon melted butter; sprinkle on top casserole.
Bake in the preheated oven until browned and bubbly, 30 to 40 minutes.
